The Simulation is designed to focus on how successfully the current health reforms are implemented at the local level and follows from a National Health Reform Simulation run by the AHHA in June 2011. The Simulation model is based on the NHS/Kings Fund Rubber Windmill experience and is designed to road-test the implementation of the reforms in order to predict outcomes based on the agreed reform process. It also enacts a highly realistic but safe learning environment, particularly where the policies and structures are largely agreed. The Simulation is designed to model the system for the purpose of learning from the interactions between the players as they commence implementing the reforms. The Simulation will draw directly on the experience and judgement of people who are involved in the system.
The simulation will be co-facilitated by Mick Reid and John Rasa who are two of Australia's most experienced health administrators and have an extensive experience and knowledge of the health reform landscape. Both have worked in many areas of the health system and Mick was first Chief of Staff in Nicola Roxon’s office after she was appointed to the position of Minister for Health.
